If you live in a local village and on village water then the etiquette is to ask the phuyai baan.

I suspect the meters are owned by the village, certainly read by them; and they generally have their own plumber on hand for doing such jobs.

You could in a village situation organise to do it yourself but better check with the head man first to be polite.

if you are on city water, then its a trip to the water office i am afraid.

Our water meter finished up in what became the duck enclosure, muddy and full of crud. We moved it outside of the enclosure and Mr Meter man said thanks very much. Don't worry about it, your only problem will be if you don't have a tap to cut off the water supply before you start, install one while you're at it.

Our meter man has a mirror on a stick (like a giant dentist's mirror) which he uses to read our meter through the (rather thorny) hedge. Unfortunately no way to make it more accessible :(
