ACT urges NACC to take lead on Rolls Royce bribery case

BANGKOK, 25 January 2017 (NNT) – Anti-Corruption Organization of Thailand (ACT) has launched a forum to discuss alleged bribery by Rolls Royce and its impacts on Thailand, calling on the National Counter Corruption Commission (NACC) to take a lead role in investigating the issue.

At the seminar titled “No Place for Corruption at Thai Airways, PTT and in Thailand: Bribery by Rolls Royce”, ACT Thailand Secretary-General Mana Nimitmongkol stated that alleged bribery of Thai Airways officers by Rolls Royce has become a detriment to the Kingdom, especially its investment sector.

President of PTT Tewin Wongwanich announced to the gathering that the company has formed an investigation committee on its purchases from Rolls Royce between 2000 and 2013 and has invited executives from the company for questioning.

A representative for Thai Airways meanwhile assured that all of its dealings with Rolls Royce were direct and did not involve middlemen. The flag carrier has established 2 probe committees to find all facts in its purchases.

ACT nonetheless has urged both companies to allow the NACC to take the lead in their investigations to ensure transparency. It also encouraged them to adopt Integrity Pacts in the future.

Officials contact us justice department for more details on bribes as PM calls for increased efforts to plug loopholes.

BANGKOK: -- SEVERAL anti-graft bodies have joined forces to investigate alleged bribes involving the UK-based jet engine maker Rolls-Royce and Thai Airways International (THAI), with Prime Minister Prayut Chan-o-cha ordering authorities to follow up on the scandal and adopt effective preventive measures.

According to one anti-corruption advocate’s estimate, bribery in Thailand could be worth as much as Bt200 billion per year based on a commission rate of 8 per cent in one of the Rolls-Royce deals involving THAI.

At present, combined procurements by state-owned enterprises, including THAI, are worth as much as Bt2 trillion per year.

My missus told me that Thai Airways wanna she RR for making them look bad. That really wouldn't surprise me.

Sounds to me that they're all getting together to find excuses on how to wiggle out of it and not to find the guilty parties.

Thailand, you're an extremely corrupt country. Foreign governments know this. You're only kidding yourselves. Finding and punishing the real culprits will go a long way. Using childish excuses or using scapegoats will only add to your demise on the international scene.

Amazing how the NACC, previously charging with utmost diligence after every single case no matter how big or small when a Shinawatra was involved, has seemingly all but lost any appetite to investigate anything now.

From the article they all seem involved... its just a call for the NACC to be leading not PAAC or ALMO ect.. seems to me a lot of organisations are busy. Lets hope they come with some good results and that heads will roll (best would be if they also have to pay the bribes back with interest)

Look here, even if they established 1,000 committees to probe all of this does anyone think for one minute that if/when all of the top ranking AF officers were to be implicated (as they are in control of the TG BOD) that anything would happen? Remember that Gen P does not want the assets revealed on any of his corrupt staff. They are ALL in this together.

If you read the different case charges (posted here in TV a while back) and the proof, one high ranking RTAF officer was the main fixer in all of this. When he started to demand a bigger cut he threatened to retire and blow the deal.

No one will be implicated in any of this. It's all part of doing business here. Whether it's RR engines, fire trucks, city buses, park statues, rice schemes or any of the items purchased here.

But isn't this bribery case from the time of TRT in office?

Just like the DSI under Tharit were hyper keen to attack and threaten anyone who dare speak against the Shins. Even inventing his own laws or interpreting existing ones with some innovation when required. His interpretation of the laws on perjury were quiet unique! Notice how quiet they are now. Even the guy mysteriously hanging himself with his socks after beating the crap out of himself has gone quiet.

Yes it is but it allegedly started under a military government among others which included people like Meechai. Now they the hardly investigate that.

Other cases which took place under military governments will not be addressed given Thailand's statute of limitations. The current government is not involved ( save for the responsibility to follow up and encourage the prosecution of offenders)but it will be interesting to see whether the case will be fudged given the intimate connection between the armed forces and Thai International.
