Pattaya "Happy Zones" start next week making the resort great again!

I'm confused, and have a legitimate question:

 

Is there something missing in the article (or lost in translation)?  It appears that what is being done is:

 

-- Asking shops to keep their CCTVs working

-- Asking shops to not hurt their customers

-- Asking shops to only engage in legal activities

 

I mean, that's all nice.  But that's not at all enforcement of laws or safety protocols.  For one, no shop is going to say no.  So, my question is:


What are they actually *doing* to ensure this happens?   Are they having more patrols? (two tourist police outside each bar or at each corner)?  Regular patrols within the bars?  Daily security checks of workers?  Interviews of people leaving to make sure they are okey and have had nothing bad happen?

So the Walking Street will be a Happy Zone without weapons, without below 20-ies, without drugs and without violence.

What about the rest of the 'happy zones' in Pattaya? 

 

Typical Thai: Solve one problem on a small scale and create huge problems around it.

Why the need for a happy zone? The great and benevolent leader has already insured happiness. He is lowering unemployment. He is growing the economy. He is increasing tourism revenue. He is increasing exports. He is abiding by all of the terms of the ASEAN charters he signed, and allowing the duty free importation of all beer throughout ASEAN. They are on all of the supermarket shelves as we speak. We are not longer subject to the very low quality local beers. He is making visa policy easy, simple and streamlined, and all tourists are very happy about that. He is improving traffic and public safety. Corruption is being eliminated, and innocent fall guys are no longer getting charged for murder, and being put to death. The taxi mafia on Samui and Phuket have been eliminated, and tourists can now get a taxi at a fair price. Life is better for all now that this great man is demonstrating his genius and vision on a daily basis. All he cares about is the welfare of his own people, and the happiness of both tourists and the ex-pat community. He contemplates this day and night.

With the kind of tourist that Pattaya was started with and grew up with ,sex and drinking ,naughty shows was what they came for.When the sex and naughty shows are gone then Pattaya will die as the BIB's brown envelops will shrink up and the massage parlors will go as will the night clubs.What you will have here will be a area of dirty beaches,run down hotels,street beggars, and bad food cafes.TIT and you can not change it!

What color will the Happy Zones be?

Authorities will paint Walking Street to mark the Happy Zone parts right?

Just like Bus Zones, Taxi Zones, Baht Bus Zones, etc. in the rest of Pattaya right?
