webfact Posted March 15, 2017 Share Posted March 15, 2017 Arrest warrant issued for the head of Pattaya police after he went abroad Picture: Pattaya News PATTAYA: -- Pattaya News reported that an arrest warrant has been issued by the local court for Apichai Kroppetch, the head of the Pattaya police force. The arrest warrant was issued after Apichai left Thailand on a trip and failed to turn up to a hearing. But the case is not directly related to his job in the force. The matter relates to a private disagreement between the chief and another high ranking officer called Phairat Phaiphonrat over the spreading of information on social media. Apichai is the defendant in the case. Yesterday a fellow officer at the Pattaya Station attended court on behalf of the chief but was told that as it was a private matter the chief had to appear in person. He could not send a representative. It was explained that the chief was out of the country from March 14th to 17th. When he got back, his representative Chatchaphon Patanasiriporn said, he would contact the court to explain matters. Court procedure meant that an arrest warrant was issued for the chief for his absence when required to be at a hearing. Pattaya News did not give details of the case between the two policemen apart from saying that it referred to the sharing of information on social media. It is not a criminal offense to have a private disagreement. I suspect the real strategy is to ultimately to freeze and seize any of Apichai's Thai assets to make him regret his disagreement - assets that might find their way into private pockets. I think this means one of them said something about the other on social media and the other did not like it and brought it to court. Why? Because it was either true or it was not but there is other games at stake between the two. They could be in disagreement about anything from promotions, graft, etc. and the issue played out this way until one decided to make a play to the court. That the guy was out of the country sounds to me like the accuser chose the timing to make the claim so the guy would look bad. It looks like he was trying to run. Alternatively, the chief has something to hide and wanted to be out of the country when it played out in court. And send his police colleague to represent (instead of or with a lawyer?) as the issue is politicized for whatever reason. Thailand, and many other countries, could only dream of such advancement, and their leaders would trade restrictions for such success, if only they had the balls.
