How frustrating that so many news stories in Thailand get danced around rather than have the relevant information set out in a way that helps people understand what's actually going on. This report is just one example of  a coy approach to what seems to be a tantalising story: about 2 senior police butting heads.  How come nobody knows - or is prepared to provide - real details of the disagreement?  Court proceedings are meant to be open and transparent to the scrutiny of the general public.  I don't know if police are entitled to some special consideration or privacy if they decide to sort out personal differeences via the courts. However, Paperwork submitted to a court must summarise details of the complainant's grievance. In some civil actions a petitioner must also provide a bond or fee to ensure courts don't get bogged down with trivial matters, or enable a wealthy individual to harass less-privileged business associates.

Not when an arrest warrant is issued for suspected criminal activity. This action moves the matter to a criminal court that is no place to litigate a civil matter. An attempt to use an arrest warrant to force a party to resolution on a personal disagreement is an abuse of power - intimidation.

In Thailand, people are able to access the criminal justice system through two channels. The most common way is for a private citizen to file a complaint with the police. The police gather evidence and submit the case to the public prosecutor. The public prosecutor determines whether to file formal charges after reviewing the evidence.

The second method is a private criminal prosecution. Under this method, crime victims have the right to file a case against the accused perpetrator. In cases where the victim is seriously injured or dead, the spouse or heirs can file the lawsuit. Generally, a private prosecution is faster, more focused and more efficient than a public prosecution because an attorney will assist in the investigation of the case to strengthen the victim’s charge.

The key to a private criminal prosecution that would justify an arrest warrant is that there must be a crime victim. There is nothing on the article that such person or criminal case exists as a result of a personal disagreement.

I missed that point in the report, I assumed the warrant related simply to his failure to appear.  In my view, using civil courts to enable a warrant to be issued  constitutes an "intimidation" tooI.  If an individual doesn't attend court then they run the risk of losing a case - penalty enough. I agree with your point on "intimidation" but that issue is a weakness in the justice system.  anybody can create a flimsy, frivolous petition - might even be downright lies and, if the "right" political will exists an innocent person might  well face serious consequences as a result of complaints even tho they have committed no illegal act. Some examples include the way complaints about alleged lese majeste offence are handled, small debts or compensation claims.  It's too easy to have people spend months  in the slammer without a bail option while trying to rebut accusations..

The CCA is destroying the place, just make those who push the case to the police pay for it and you will soon see what are really civil cases end overnight. money grabbing low life is what they are

Arrest warrant issued for Pattaya police chief, then withdrawn

PATTAYA — The chief of the Pattaya City Police Station reported to the court on Friday for a libel charge filed against him by another senior police officer.

 

Col. Apichai Klobpetch reported himself to the judges a day after a court issued an arrest warrant for his failure to appear as scheduled. He said the warrant has been withdrawn, now that he has appeared in court.

Yep Pattaya is ramblers paradise, especially walking street where you can see so many animals.

I know this is aside from the point, but why on earth do they always issue those brown suites 3 sizes too small?  or dont they get upgrades as they become more prosperous?
