The only way I could figure this out is go to system Services and disable it. 

Right-click on the Windows icon in the lower-left corner of the screen, then:

Computer Management -> Services and Applications -> Services,  find Windows Update in the list, then stop it and disable it

 

You'll want to turn it back on to check in every so often.

Also, as I did , go to  manage internet connections and make the IP you are using a metered connection. Windows will not automatically update over on this type of connection.
