Thanks friend for your reply.  Actually, his visa had not expired when he left the country for his trip to Australia because he was given an automatic extension of his multiple entry visa when he reentered Thailand from Laos in Dec 2016.  The stamp clearly says that he is permitted to stay until Dec 11, 2017.  Again, I have heard for years from guys who have exited the country during the first year of their initial 12 month visa term and were stamped back through with an automatic 12 month extension of that visa, but that can only happen one time.  After that the extension has to be applied for at an Immigration Office and proper documentation requirements must be satisfied at that point.  All that is common knowledge here in Udon Thani and has been verified on the local forums for the past 7 years that I have lived in Thailand. And, the stamp he received in Bangkok on his return was definitely for only 21 days. I have personally inspected all aspects of his passport.

They still must have had a re-entry stamp from the airport, never seen anyone not getting one of those allowed to stay on oriinal visa.  I certainly (like your friend) learned the hard way.

Classic "know nothing don't care" kind of guy that thinks everything will be alright and he can come and go as he please because someone put something in his passport once that he made no effort to understand.  Totally baffled when Immigration officers do their job and bewildered when they don't have advise on a marriage visa when it is not the their job to do so.  Immigration and Embassy/Consulates are not the same thing and don't  perform the same functions.  Try to wrap your brain around that concept.  I told my friend to make sure he got a re-entry permit in the same situation and he blew me off guess what happened.  Then he asked his cousin how long a exempt entry was good for.  Response 90 days.  Result overstay.  Lalalala round and round we go on the merry-go round of 50-70 year old brainless men and women who refuse to understand or comply to the system.  GET WITH THE PROGRAM.

The Officer insisted that all he could do was give him a 30 day stamp and then charged him 6000 baht and  stuck the money directly into his pocket with no receipt offered.

I hear you - but unless you have ever had reason to think about "a re-entry permit" and the other terminology which BritTim outlined above, you'd think, "It says 'X-Date' - so I can come and go until 'X-Date'."   Many folks haven't had a lot of experience staying for longer than a short vacation in another country - and to them, this is confusing stuff at first.  To make matters worse, they think it will be as easy as "1+1" (ex: your friend who ignored your re-entry advice) when it is really a "decision-tree" formula that must be followed, with many possible paths and possible steps to take, based on when someone does what under X conditions.
