Prime Minister General Prayut Chan-o-cha

BANGKOK: -- Concerned about the heavy rains and floods in the North and Northeast brought by tropical depression Sonca, Prime Minister General Prayut Chan-o-cha has instructed provincial governors and district chiefs to mobilize aids for flood-affected residents.

Prayut said officials would focus on fast drainage of floodwater to minimize impacts on people. Other measures are also being prepared in the wake of widespread flooding, he said.

The Interior Ministry has issued instructions to the governors of 15 north and northeastern provinces to have officials monitor situation and ensure timely aid for flood victims.

The PM said Thailand must improve on preventing flood damage. He advocated prevention and preparation measures, including a campaign against forestland encroachment and proper construction of homes in flood-prone areas.

does a PM Really have to tell local officials to do their jobs in an emergency ?!

indeed, every (even minor) incident involves the PM "instructing" or "ordering" somebody to do their job.

that explains a lot of the chronic inefficiency and ineffectiveness here; there was a story not long go in a similar forum about a govt official/bureaucrat who admitted that he would go to his govt job, clock in and leave all day to drive a cab or somesuch, then return to 'finish' his assigned job, likely just clocking out

Its not just the North parts of the Midlands are under water from photos I have seen on FB

Boys toys come first to this man sod the hard working people.

He advocated prevention and preparation measures

Buy some subs and aircraft is his answer. He does not understand the meaning of prevention and preparation measures as 44 cannot be used against the weather.

The local officials have already pocketed and spent the money. I have just had it confirmed today that the head honcho of the village of my friend lives in has handed out a token amount to the people and pocketed the rest. No surprises here.

There is also another village community scam going with on with "organic recycling". Where the boss man takes his 75% of the government handout and dribbles out the rest to give the locals some interest.

and not only in regard to floods and water management etc.

The head IT technician at my uni. makes no checks, does no maintenance and when things go wrong (including bare wires) he waits until someone in frustration talks to the dean.  The dean instructs and more often than not the it head guy waits until next week then a makeshift repair. Never mind if lectures want to use computers or projectors or sound equipment etc., in the classrooms.

Perhaps the laziest most unreliable employee I've ever encountered.

What was done between the floods of 2011 and May 2014. Talks of tunnels and drainage canals to the sea.. Anything done prior to Prayuths reign?

I guess the answers are ... Nothing and Nothing ... (unless talking about it counts as doing something).

But, you can guarantee that they will always be "front and centre" for the photos when the relief packages are handed out.

I have seen stuff being done in our neighborhood.. mainly huge drainage pipes, but because a central and an Ikea (not yet finished) are there the value went up so more reasons to protect the area. On the other hand they were building some kind of big sluice.. but they stopped with it somewhere half way (been there now for a while (years). They should really hold people accountable for stuff like this. (not finishing stuff.. or sub grade stuff)

similarly, there was a story, and i believe it to be true, in my area last year, where the local decision-makers waited until the flooding was quite bad so they could get federal funds

and the 2011 story : in nakhon sawan in the height of the flooding; federal govt distributed 'flood supplies' to the local officials, who promptly put their names on it so they could claim tax credits
