It had resulted in the UK dropping charges against him, because they sent a letter misleadingly innocenting him. Both the U.S, the IMF and the EU asked for his head. The IMF also halted funding for the same reason. The fake whistleblower accusing Biden was a Russian agent and was convicted. FD-1024 anyone?

There was no formal agreement, and it was with the defunct Soviet Union. On top of it, Russia is responsible for it. They joined NATO because they wanted to make sure they could avoid being dominated by Russia. Russia's repelling effect is its own responsibility.
