If you prepaid for a covid 19 vaccine, no longer need it because it's delivery was so delayed ( ie., by government failure to be only one to import the vaccine) and out of concern with of the aggressive Delta variant got your vaccinations from other more available sources (ie., free Pfizer), you cannot allegedly get a refund. So the Ministry of Health will not intervene. What about the Police? Suppose I make an appointment with the hospital for my paid jabs despite already receiving 2 jabs elsewhere. Show up with an empty cup and tell the nurse to shoot the vaccine jab into my cup paid for and delivered as contracted. Why not, I own the vaccine? Hypothetically, the nurse refuses. Does that not then constitute theft to withhold possession of a product you paid for? Would such be grounds for theft that might be grounds for criminal theft? Furthermore, by what right would the hospital then decide to hold your vaccines for other potential users, whether offered again for sale, free or discarded?

It is only in the story title by Thailand news that mentions "dismayed", ie., as in a U-turn in policy. National ombudsman association?? Curious as there is a government agency called the Office of the Ombudsman consisting of four ombudsmen. As a result of NCPO's rewrite of the Constitution, the Ombudsmsn has only authority to investigate citizen complaints, gather information and send a report to the government (Office of the PM, etc.). It lost it's power to file a lawsuit on behalf of citizens against the government. The so-called NOA appears to have no authority to order any government agency to perform any action relative to the Constitution.

Frankly, if I'm able to get a Moderna booster in March/April, I'd give the 2nd jab free if the hospital allows the transfer. But it would be administered at Nakornthon Hospital located in Bang Khun Thian just south of Rama 2 Central Plaza.
