A Passenger Name Record (PNR) typically includes details of the travel agency or travel agent who made the booking, including their contact information. It is possible that, for some reason, QR was not satisfied with the agency's 'history' or that they require an "issued ticket" rather than a confirmed reservation? Need a lot more detail, or need to hear of more similar experiences, in addition to "two lads I met". -

AFAIK, these scam call centers target 'customers/victims' in other countries. And they are NOT calling tourists visiting Thailand. "Thai Tourism" sounds a bit daft here. Yes, some people are enticed to visit Thailand as "tourists" who are then coerced into staffing these call centers. -
