I read the OP's 'idea' as making a 400k/800k-supporting remittance tax-exempt irrespective of tax residency/pre-2024 'savings'. Your strategies are good work-arounds.

I can't see this exemption being allowed. It's a bit like the condo funding. Adding exemptions just for foreigners (parked visa money, condo purchases) seems unlikely.
