Can you do a 2nd border run if you entered via the border this year
@Bangkok Alex is correct. You have done your 2 visa exempt entries per calendar year. You can apply for a tourist visa at nearby consulate eg Vientiane. That consulate requires appointment Appointment here https://thaivisavientiane.com/ Edit: OP this post is incorrect. @Liquorice has posted correct reply

Extension based on Retirement
Immigration will accept bank letter and bank statements up to 7 days early. Be aware that some offices insist upon update on day of application and even "activity on day of application. A small deposit achieves both. Don't be concerned the balance does not match the bank leter

I have a non immigrant O visa (thai spouse) and my wife will stay another province
The OP asked a genuine question and not that uncommon. Some of the emoji demonstrates silliness. It does. The OP asked for advice and I suggested an alternative. Stand by that. This is temporary situation. Clearly the marriage is solid and OP not trying to scam in situation where separated (no longer a couple) is not the case. Perhaps better option for you is to actually post advice to the OP.

I have a non immigrant O visa (thai spouse) and my wife will stay another province
This is good information. Can you outline your open discussion with immigration office as generally this switch not simple. Immigration would insist on extension based on marriage if indeed not divorced. Read ubonjoe first post in this thread. Last sentence. https://aseannow.com/topic/1242913-1-year-extension-non-o-i-have-thai-wife-and-thai-kids-which-one-is-better-or-more-hassle-free-for-extension/

TM 30
He is referring to folk that require agent to obtain Non O retirement + 12month extension from visa exempt or tourist visa entry. Ongoing only extension is needed
-
TM 30
Not required but as the saying goes "up to you"

TM 30
The number 12500b is accurate for annual extensions At a guess that would be Maneerat (Pattaya). In fact, I was speaking with them last week. Confirmed 12500 annual extension and 4k for multi reentry permit. In any event view this thread as a guise to debate "use of agents" which generally ends up closed thread. BTW: I have been here 10+ years. Have never made a TM30. My first extension I submitted a 12 month lease and no TM30. Have been same address for 11 years up since the time started extensions. Never require a TM30 to obtain all the usual things such as certificate of residence, TDL etc etc. I do TM47 when required. All these posts re having TM30 and TM47 stapled in pp, I find hilarious.

Extension based on Retirement
Yes. This is what I do. Others have their own MO. I make appointment for extension based on retirement. Attend immigration with enough time to deal with bank. Do not go to teller. Obtain ticket for bank letter. The clerk will know exactly what you need. Ask her to deposit 100b into your account and do bank letter (also 100b) Ask her to photocopy this updated last page. Note previously CW were happy with photocopies of my bankbook pages. Recently they required bank statements. That can be done in week prior to appointment. I do it day prior. So yes can all be done same day. Be aware Bangkok Bank requires several days to provide bank statement. My bank (kasikorn) like many others can do it on the sport however takes time. 200b.

Extension of visa for retirement at CW
OP, really good report. Regarding the TM30 not required. That is the case (at CW) despite many posting TM30 was required. You provided a lease and that should be sufficient. Also more recent at CW (last couple of years) is required TM47 receipt. Point 7. should not have been necessary. Good you are getting the message out there that bank books are required for transfer of stamps when you renew passport. I did this last week and just by luck had my bank books with me. She checked the balances very carefully.

Update Tm.30 after border run
Returning to same address is only part of it. You must be reentering using same visa (eg multi entry visa) or reentry permit that protects your permission of stay. Your friend (I assume) returned to Thailand and obtrained a second visa exempt entry.

Visa on arrival Philipina + borderrun
I agree with @Lemsta69 regards Poipet Where will you be staying? That determines best border bounce.

30 days visa extension - flight required?
No

Extension based on Retirement
Because it's not 3 months prior to application for 12 month extension. It's 2 months prior. When you obtain a 12 month extension it's has a stamp with "admitted till date" Referred to as permission of stay. If you plan to exit Thailand you need to purchase a reentry permit. The until date on the permit will match the extension stamp. Which immigration office.

Extension based on Retirement
OP, there are current threads running that outline the process. I just replied to this one. https://aseannow.com/topic/1322121-retirement-renewal/ These threads contain links to other threads. Personally I would do the Korea thing and after that do the Non O + annual extension. Assume that you have a Thai bank account in your name only.
-
Retirement renewal
OP, you need to obtain a non O based on retirement. That provides a 90 day stamp. Requires 800k in Thai bank account in your name on day of application. Also requires 15+ days remaining on your visa exempt stamp. After 2 months you can apply for 12 month extension. The "one month" immigration was referring to is a 30 day extension to your visa exempt entry to provide time to obtain non O More details in this thread https://aseannow.com/topic/1311886-visa-exempt-to-retirement-extension-process-and-cost/ That thread has links to similar threads to outline the process.

I have a non immigrant O visa (thai spouse) and my wife will stay another province
That's being far 2 simplistic. Immigration will still require wife to attend immigration for extension and also be available for home visit and provide witness if his immigration office requires that.

TM30 problem
At 3 pages the OP has his advice and now ongoing debates about who is responsible for TM30. Thread closed

TM30
You do not understand TM30 requirements. You mention rental agreement however a TM30 is also required for tourist visa and visa exempt entries when a 30 day extension is required. These folk would generally not have a rental contract.
-
TM30 problem
You can look at it another way. The tenant should confirm guarantee that the landlord will provide tm30 prior to making rental contract. Personally have few condo and one townhouse. Two of which rented to farang Did TM30 at time signing contract.
-
TM30 problem
Please provide your "in most countries" list Are you being remotely serious?
-
TM30 problem
May not be just overstay fine. Be aware that immigration may refuse your application and give you 7 days to exit Thailand. It's not an extension.

Update Tm.30 after border run
OP, your immigration office is wrong. By any chance CM? You do not need to make a new TM30 upon reentry to Thailand Explained in the OP in this thread https://aseannow.com/topic/1169664-thai-immigration-announce-changes-to-tm30-reporting/ In particular this part of 2.2.... The alien as defined in paragraph one shall include those who being granted multiple-visa who leaves and returns to the Kingdom with specified time in the visa, and those with re-entry permit.
-
TM30 problem
Last page or two have been nonsense bickering. Your post is very good summary of how things actually work.
-
re entry visa/stamp
Yes no problem. The office for reentry permit is immediately past passport control. You can download TM8 and prepare along with photo or there is a 200b service fee for io to do that. Single reentry 1000b Multiple reentry 3800b

Converting a Tourist Visa into a Non O Volunteer Visa in BKK
@FangFerang I have changed your font size. Also you mention link but was not posted. You need to provide more information and asking for specific advice as per @impulse post
