It was good to see the police arrested the celebrities also as they gave the appearance of legitimacy to the con which is often the case. Yes police negotiate as they don't want to have to do all the paperwork and then appear in court. It undermines the punishment needed to deter violations. Your court example is seldom if every successful even if you were to win. I don't believe pedestrians have the right if way everywhere, only at marked and designated crosswalks. Having the right of way does little to help if your tragically injured or killed. Collecting on penalties\fines is a whole other can of worms

If you're already in the crosswalk or its marked like at airports its the drivers responsibility to stop. However in Thailand all bets are off and no real punishment will fix the lack of mental awareness of the dangers Thai drivers cause without any concept of risk. That would be the logical response but given that it's gone on for decades I don't see how you change the lack of critical or spatial thinking in Thai people. You need to determine where your property boundary is. Usually walls are built or should be built within your property leaving some distance from the exterior if your wall and your boundary line. If that's thats case you can ask the neighbor to remove the soil off your property\wall. If the wall is on the boundary your stuck as the neighbors land ends at your wall. You may need to be very diplomatic about it and involved the village headman with your concerns. Don't expect much cooperation though as thais never think ahead or act proactively to avoid problems.

Only 2 groups of people that seem to worry. First group are the people playing the system with excessive border runs and trying to live in country without a proper visa.
