OA is a O (other) pre approved (A) non immigrant visa based on retirement obtained from a Consulate. Extensions would have to be for retirement. O is (other) non immigrate visa (most often issued for marriage) and can be issued by Consulate (or in special case immigration in process of extension of stay).

Why would anything be required on exterior walls? Buildings already have water and sewer lines inside and between floors and if new holes required it is not that hard to drill them.
