He picked him when he was feeling he had a 100 percent chance of winning. He's still favored but significantly less than a sure thing. It was an arrogant pick of over confidence. It reflects on the Project 2025 plan to create an indefinite one party maga authoritarian state (or "reich" as was in their campaign literature for a moment).
