The kid is wrong, no argument, the mother (parents) neglectful too (again, no argument). But, if it is true that the police officer punched the kid several times, that is a blatant abuse of authority.

A Yorkshire man rushes his dog to the vet. "It's an emergency, my dog has swallowed a condom". The vet says "Leave him with me, I'll operate immediately". Two minutes later the Yorkshire man bursts into the operating room and shouts ... "Cancel the operation, I've just found another condom in my wallet".

True, the boy definitely committed traffic violations. But, "the officer chased him down and punched him 4 or 5 times". That is way beyond the scope of his authority.
