Thai Immigration, like all bureaucracies, is a PITA. I've met IOs who embody everything bad about bureaucrats. On the flip side, most of my interactions with IO are neutral to good. Larger offices tend to be larger bureaucracies and a larger PITA. Smaller offices, from my experience, have been easier to deal with, right down to knowing the names of the IOs. Unfair? No. Ridiculously stupid at times? Yeah.

Under your circumstances I'd suggest sending one more email, perhaps even an EMS letter with return receipt requested, keep a paper trail, and if you don't get a response within the timeframe listed on the Manila SSA website ([email protected]) then contact your Congressional representative in the US. Congressional reps have an ability to cut through bureaucratic red-tape.
