You have a whole bunch of wrong ideas about using foreign cards at a Thai ATM. And you don't give the important information: What type of card is it (credit card?) ? Issuing card organization (VISA, Mastercard, ...?)? This would allow to look up the rate that you get at a Thai ATM. And that's the same at every ATM (at least from reputable major banks).
