BANGKOK: -- Sutthisan police in Bangkok today (Sept 19) issued second summons for the medical student for questioning over his insurance claim for the death of his dog after the first summons was not responded.

 

He is ordered to appear before the police in Bangkok on Sept 26, police said.

 

The first summons, which ordered the student to report to the police on Sept 18, was addressed to his home in Nakhon Ratchasima, Sutthisan police deputy superintendent Pol Lt Col Suebpong Karuna said.

I'm not an admirer of the RTP, but powers of arrest are different here than in many Western countries.

 

I believe that in most cases, unless the officer sees the crime being committed, he can not make an arrest but has to issue a summons. If the summons is not answered, an arrest warrant can be applied for.
