Ah yes my grievous error it took 5 years for him to become wanted for a crime he clearly committed which involved killing a cop and a clearly concerted effort to cover it up then living the high life whilst the clock ran out on most of the crimes of which he could be charged . Firstly, they have only put in a request, it takes time for Interpol to make a decision as to whether or not to honor a request for a notice, and in this case they almost certainly will not as it will most probably be seen as being a politically motivated charge and so outside of the agreement.  Secondly, the list you see on the Interpol website is a tiny fraction of the open notices, they just put some high profile cases on there as an example, the full list is only available to officials. 

Request Interpol issue a red notice and when they ignore it, the junta can take the response as how the rest of the world consider their government and the Thai legal system.

I hail from one of the smaller less rebellious colonies and we use jail, prison and gaol interchangeably.    Read Bill Bryson's "Mother Tongue"  some time.  It is a fun read and will stop you worrying about such matters.  And he is an American.
