On each journey I used to see women crouching down on the grass next to the motorbike lanes either peeing or having a crap. I couldn`t believe my eyes at the time, never seen anything like that before in my life. This went on for a couple of years then it suddenly stopped. Maybe the police got involved, I don`t know for sure. Since then I regularly see Thai men having a pee on the side of the roads, I just got to taking it as the norm over here. The difference in the case of the OP is that the guy was exposing himself to everybody, including probably women and children, an extreme case of disrespect and bad attitude.
