No buses. The closest rapid mass transit are the minivans at 250 baht for a shared ride. At the last count a couple of weeks ago, there's a choice of 4 minivan operators, all side-by-side in the Arrivals hall meeting point.

All will take you to direct to your home or hotel in Pattaya.

Not from Utapao you can't. Taxi is about 800 Baht Utapao to Pattaya. You could always try hitch hiking.

Wow- a minibus that takes you from the airport right to your hotel is expensive at B250?

Motorcycle taxi to Sukhumvit and you can get yourself a Songthaew for 40 baht at the most. 

 

As to calling people "buddy"....perhaps you should have thought about your question "Why so expensive?"  before you asked it.

You asked about the bus and a price and you were given an answer.

Travel time 5 hours and back 17 to 20 hours

When you have been in Thailand a while longer you will understand. As a certain famous journalist used to say "TiT" ( this is Thailand ).

BTW, try getting a cab from the airport in the UK, Australia or NZ for that price 5555555555555555.

Is there a bus? How much is it?

How do you get to Cambodia for 250 baht? Last time I went to bus depot 40 baht,280 baht to Trat, 120 to Hat Lek, 100 baht border to town. More like double that.
