Not true, there is nothing in the regulation that requires that the insurance be from a Thai listed company, only that the insurance satisfy the requirements for coverage, and translated into Thai if in English.  From my application "minder"  :

May be you right !!! may be ... The insurance in Thailand is regulated very precisely by the insurance code Act BE The insurer must be registered with the OIC office as all international insurances operating in Thailand the agents authorized to issue insurance policies must also have a license For any accident or incident  only the Thai courts have power of judgment

CAAT requires insurance with minimums ( Inside Application is indicated and request Police insurance nomber )

but does not have the power to decide if an international insurance is legal in the kingdom it is the office OIC which validates the legality of the insurance which can operate in the kingdom
Currently there are only 2 Thai insurance that support drones

Personally,  I have Thaidoneassurance (Mittare Insurance)  and CAAT accept it
and it clearly specified in the insurance policy where you want to fly and only these places will be covered
Do not confuse international travel insurance which it actually is operational in named countries and in accordance with international conventions

I don't know where you get this information that there are only two companies selling drone insurance in Thailand. here are two more :

 

 AA Insurance , sells a policy for 3,000 THB per year that satisfies the CAAT requirement:

No problem you right !!!! This Companies have legal registration in Thailand DJI Thailand is not insurance work with ''Falcon insurance''  joint behind with National Thai insurance....  and  AA  is not insurance only Broker agent and work probably for same insurance

If I understand the Thai regulation for Drone we have Two differents requirements 

 

1-Registration for Radio communication from NBTC ( 1 Form) ( limited radio communication)

2-Registration for Flying license permission provided by CAAT ( 2 form) and Rule conditions and engagement

 

If you have CAAT license is necessary to record with NBTC ( ready information radio frequency in form)

If you have record BNTC you have to obtain the flying license permission by registration to  CAAT

Please look that unfortunately infographie not translated as per CAAT

If you ask Thai translation it is clearly written 2 process shall be done !!! NBTC & CAAT

Mr. Thaikorn Tanthasith  Secretary General of the Broadcasting Commission Television And the National Telecommunications Commission ( NBTC secretary ) said today (October 11, 2560) the resolution of the special meeting of the NBTC has considered the use of Drone, because it is currently used. A lot of work It has registered with the Civil Aviation Authority of Thailand only 350. So for the peace of the people or the Kingdom. By virtue of Section 6, together with Section 14 of the Radio Communication Act, BE 2498 and the amendments thereto, the NBTC has the following orders:

 

 It is forbidden to use radio communication equipment used in aircraft without pilot type airplanes, except for the registration of information on such radio communications. Or registration under the notification of the Ministry of Transport regarding the rules of application and the conditions for enforcing or releasing an aircraft without a pilot type of aircraft controlled by the external drone in 2015 or a small aircraft which is used as a player. Ministerial Regulation No Communications

     2. Registration for information on radio communications equipment used in aircraft without pilot type aircraft controlled by external drone.

       2.1 Documentation and registration information

       - In case of occupant

         To give the name - the owner. Serial number or brand name of the aircraft used in the aircraft, which does not have a pilot type of aircraft that controls the flight from the outside (Drone) and so on. According to the form of the NBTC office, the photo of the registered Drone and the identity card of the occupant.

       - In case of persons who are in possession of goods for sale (shops)

         To provide an account of the list of radio transmitters used in aircraft without pilot type airplanes controlled by the Drone under the form of the NBTC office, the photo of the registered Drone and the identity card of the original. owner

       2.2 Registration places include NBTC office, Phaholyothin 8 Road (Soi Sawasdee), Phayathai Bangkok, NBTC office, and NBTC office nationwide. Or at the aviation office. Civilian of Thailand

     3. For the purpose of forcing or releasing an aircraft with no pilot type of aircraft controlled by external drone, the Ministry of Transport shall apply the rules of application and conditions governing or releasing aircraft without pilot type aircraft.      5. The violator shall be liable to imprisonment for a term not exceeding five (5) years, to a fine not exceeding one hundred thousand Baht, or both under Section 23 of the Radio Communications Act, BE 2498 and as amended.

That's non-state residents. If you have stayed somewhere longer than 3 months and come back you are a resident. So one session in country of 90 days gets you state residency (not federal).
