Shame on these officials, for not being willing to spend the relatively small amount of money required to manage waste, trash, a functional recycling program, beach cleanup, waste treatment, and the like. They are generating billions upon billions annually, and the only reason why this cleanup is not happening is due to greed, on the part of the local officials, who would prefer to keep the cash, rather than demonstrate one iota of pride, dignity, or vision, and fulfill their responsibility to the people. Same applies on Samui.

(at least where the tourists went)

That is a quality known the world over as pride. In Phuket and on Samui, there is no pride amongst the locals, as many of the locals fled with their money long ago. Hence, the current state of affairs.
