yes, he'll need to inform police as it was stolen. regarding procedure to be followed, you'll find he'll get more useful information here and faster than either of the 3 you mentioned

first thing to do is go and get the crime reference from police, that can be done straight away and you will need it. no doubt the answers you need in what to do after that will come on here soon enough

As said obtain a RTP report, in parallel call Embassy in Bangkok to report stolen passport. Process to obtain replacement passport at URL below:

From my experience process for replacement visa depends on whether your original 'O' visa was obtained onshore or offshore.. Probably best to see Immigration. However, hopefully one of the Mods who specialise in this matter can provide more recent info

I would imagine that visa is irrelevant. 

 

I am surprised that with an expiry date less than 2 weeks away the OP had not already visited immigration. Most people go early in the ‘one month before’ stage.

 

An urgent visit to immigration is in order as each office is a law unto itself......... police report first though..   .

Start at https://www.gov.uk/overseas-passports for information on applying for a replacement UK passport. Having read through the information there, these are the critical steps

  • Immediately send an email to VFS Global at Trendy Building in Bangkok asking for an appointment to apply for the new passport.
  • Report your passport stolen to the Royal Thai Police and get two copies of a report of your stolen passport.
  • (If you are really lucky, perhaps you can get  a replacement passport before 19 March. If not, you will need to contact the British Embassy to ask for an Emergency Passport)
  • Go to the immigration office that issued your extension of stay, and have them reinstate it in your new passport.
  • Apply for an extension of stay. If in the emergency passport, this will probably best be a 60-day extension to visit your wife, assuming you did not do one earlier.

If the OP is in Bangkok, gets the police report filed today, can also download and complete the application paperwork and book the appointment online for the earliest possible date to file in person at VFS in Bangkok Soi 13, he could conceivably get the new passport just in time for the extension renewal. This would also need a letter from the British Embassy stating that passport xxx replaces passport yyy. I recall the letter is now part of the documentation from VAC but still needs the applicant to take the letter to the Embassy for Consular stamping? Note the British Embassy has moved a lot of their notarial services to mail-in only so need to confirm that applies to this letter as well.

I see no way you will have your new passport by the 19th unless you were very lucky.

In that case, assuming your replacement passport does not arrive before 19 March, your choices will be

  • overstay until your new passport arrives (hopefully not too long after your extension expires) and then do a one-year extension of stay, or visa run (paying the fine for the overstay); or
  • get an emergency passport before 19 March and get a one-year extension or do a visa run

If (and I agree with @ubonjoe it is probably likely) the replacement passport does not arrive in time, I recommend the latter.

 

EDIT: Immigration may not issue a one-year extension on an emergency passport.

You have to have a passport to remain in the country. It is not only needed for travel.

You need it to apply for your extension.

British embassy don't offer temp or emergency passports, the way I understand it is, they offer an emergency travel document to your home country only, but not sure of that's correct?

I think it is possible to get the Thai visa in a UK emergency passport. It is important to make clear to the embassy where you intend traveling. It will probably not be valid for all countries.

Emergency passport and emergency travel document are the same thing. They are usually limited in what they can be used for, with suitable endorsements accordingly noted within them. It is common that they are only issued to return to home country, but can be issued for other purposes with a valid reason.

If I apply now for new passport, surely I would be better waiting until it arrive, paying a few days (one week) overstay, then applying for a new visa as mine expires 19th March

It's actually your extension of stay that will be expiring on 19th March! I was talking about the possibility of your applying for a real genuine McCoy single-entry non-O visa at Savannakhet, which is a completely different animal to an extension of stay - even one masquerading incorrectly as a "visa"!

 

FYI the procedures for obtaining an emergency travel document/passport are set out on the GOV.UK website at https://www.gov.uk/emergency-travel-document

They will do the extension up to the date ETD expires. If I recall correctly they are valid for a year.

You could apply for the new passport but any glitch could cause it take a lot longer than the 2 to 3 week average time to get one.

A week of overstay will cost you 3500 baht. A ETD costs 100 pounds which is about 4400 baht,

Just checked and they can be valid for up to a year.

Not sure how strict Savannakhet is on it but a passport normally has to be valid for 1 year to apply for a multiple entry non-o visa.

So the ETD would last one year? And I can do a multiple entry from Savanekhet to then re enter Thailand

By the time you got to Savannakhet it would be valid for less than a year. But they might still do it since it would be very close to a year.  If not you could get a single entry non-o visa.
