After a second look I see the tourist police are studying the wrong section of pipe. They thought they were collecting 'lady juice' (or 'man juice') samples but the fluid could be anything. Seagull droppings, dog pee, turtle wax; could be anything.   I don't have a family and I go to Pattaya and like it a lot.  One can't swim in the water, so I guess some people find other things to do on the beach!
