Report Youth Drive Record Turnout in Philippine 2025 Midterm Elections

Comelec Chairman George Erwin Garcia announced that the elections recorded an 81.65 percent voter turnout, setting a new high in Philippine midterm poll history. This meant 55.87 million out of 68.43 million registered voters participated. Garcia attributed this record turnout to the enthusiastic involvement of young voters and increased public awareness ahead of the elections. During a press briefing on May 15, Garcia noted that while participation was high across all demographics, the youth’s significant turnout was instrumental in mobilizing the electorate. The turnout narrowly missed the 84.20 percent participation seen in the 2022 presidential elections, demonstrating robust public engagement even in non-presidential contests. The elections also marked a success in early voting, especially for senior citizens and persons with disabilities, with over 3 million ballots cast within the first two hours on election day. While new vote-counting machines were introduced, Garcia emphasized that civic engagement was the real driver behind the high turnout, rather than the technology itself. He credited Comelec’s focused public engagement on issues like vote buying for challenging voters, especially the youth, to actively participate in the democratic process. Garcia expressed optimism as the canvassing of the 16 remaining Certificates of Canvass (COCs) continued, with expectations that winning senatorial candidates could be proclaimed by Saturday, followed by party-list proclamations on Monday. If achieved, this would represent the fastest official proclamation in the history of Philippine midterm elections. He also reported a smooth and peaceful election process across the country, with no failed elections at any precincts or among the 93 overseas posts. Garcia extended his gratitude to all involved, including workers, teachers, the PNP, and the AFP, for their efforts in ensuring the integrity and success of the elections.
