I play bass and sing and unfortunately it's impossible to practice loud singing in an apartment. I'd like to rent some sort of small garage that is either well sound-isolated or remote, so I don't bother anyone when practicing. Any recommendations?

Haven't seen a garage here in years.  

There are several music stores around town where you can rent a fully equipped practice studio by the hour.
