I suspect the problem is that when the road was widened, they destroyed the connections to the pipes, OR, they are so full of decades of sand and rubbish, they just don't have the capacity to do the job anymore. They hand over a wedge and get a bunch of guys from the faculty of engineering at KMIT to come up with a plan. They try the plan which always fails so they give another wedge to a bunch of guys at the faculty of engineering at KMIT to come up with another plan. Repeat ad nauseum... or at least until all faculty staff have at least a 5-series Beemer in the designated parking space. So you reckon giving the cash instead to the students under the tutelage of the faculty? Maybe the students will all get 3-series Beemers for their (ultimately failed) efforts?
