In which city ? There must be more than 1000 visa agents in Thailand. Only in central Pattaya I have walked by at least 15 offices .  

I would think 200 westerners use an agent every week.

It's illegal but the post I was answering specified it was both illegal and unethical so we have to assume his use of unethical referred to the moral component and not the legal, and I don't think this is a major moral issue. Taking advantage of economic imbalances between countries to sleep with young prostitutes, now that could be considered immoral but it's widely condoned on this forum. Taking shortcuts to obtain visas that allow one to remain with one's family and support them is not immoral in my opinion, whether or not there is any fraudulent activity involved.
