If they're living in Thailand and have reached 21 years old they are legally bound to sit for the lottery. However, there are ways to avoid it if you investigate locally. I recently started a thread in the Family forum on a similar topics and some of the answer with regards to 'in Thailand' options were informative and helpful.....Check it out.
There's the question of their age at the moment and their location. If they're outside Thailand you can apply for a waiver based on them studying and/or living in another country. This needs to be applied for at the Thai embassy in your home country before your sons reach the age of 21.
