Your sponsor's letter should include a brief history of your relationship. Including the failed visit visa application (which they will know about anyway). Make sure that everything you say now is consistent with what was said last time.

want to see if we can settle in the uk,
NO! You want to settle together in the UK. The ECO must be satisfied that it is her intention to live in the UK with you indefinitely.
i dont have any savings in my bank becouase of my stay in chiang mai but have a full time job when we return to the uk
Savings are not required, as long as you can support her from your income. Payslips if you have them, or if you haven't actually started work yet then a letter from your prospective employer confirming your start date and salary. Also, how will you support yourselves until you receive your first pay cheque.
have at least one room to live together,
If this is in the house of a friend or relative then get them to write a brief letter describing the accommodation available for your use and inviting you both to stay there. If they own then some proof of this, e.g. a mortgage statement. If they rent then a letter from their landlord confirming that you can stay there.
what other info do you think we should submit,
See the links recommended to you in this thread and the spouse visa checklist.

Remember that, unlike a visit application, as she is applying to enter the UK for more than 6 months she will need a TB test.
