Does ASEAN driving license holder need IDP

Hi everyone

 

Not sure if this is the right forum to ask, so apologies if I am in the wrong place. As per the title, does an ASEAN driving license holder (Indonesia, Philippines etc) need an IDP to drive legally in thailand? Having googled the question i can find conflicting answers, including press articles that say a recent agreement means that IDPs are not required - ASEAN licenses are allegedly valid anywhere across ASEAN countries -  but can’t find anything on a government website anywhere. Is anyone able to advise please? Many thanks
