Samui bus service....to KPN....

I notice that the new Samui buses are running to Koh Pha Ngan........ on the Raja ferry - no passengers, just the bus, there and back.

Is this service actually being monitored? It seems to be answering a non-extant market. I seldom see them, and when I do they need appear to have passengers.
