I have a similar question in the motorbike section. Buying a bike in Chon Buri with Bangkok plates. Any issues apart from checking the seller is the registered keeper.

So nobody has any experience?

Are you wanting to register it in your name ?  (easier to put it in a Thai name)

if so you'll need a "certificate of residence"  from immigration or your embassy

if its registered with Chonburi plates and you want to keep those plates then you'll need a residence certificate from  Chonburi immigration...so you need a Chonburi address.. and do the name change at Chonburi Department of Land transportation.

If you live in Samui and can get a residence certificate from there then  take the bike to the big main department of land transportation in Samui ( Surat Thani Province )    with all the paperwork...so that's

(from my notes again)

=======================================================

Thai seller needs to supply
Signed copy of  ID card  front and back ( not expired )
Signed copy of house registration ( not always required )
signed  " nungsue moub umnart  หนังสือมอบอำนาจ ( if seller is not going with you to DLT )
signed  "beb  kum kor own le rup own  แบบคำขอโอนและรับโอน    ขส.บ. ท. - 11
green/ blue book signed by current owner

Foreigner seller needs to supply
certificate of residence from immigration ( should be free at immigration but varies from place to place )
For foreign seller, instead of certificate of residence also work permit or yellow housebook is accepted.
if foreign seller has left Thailand then a signed copy of the exit from Thailand stamp in their passport instead of residence certificate and valid visa stamp.
(Certificate of residence not required in all provinces ?    / DLT Pattaya requires it )
sometimes the police station will give you this document too.
copy passport photo page
copy of visa page and or extension  ( not expired )
signed  " nungsue moub umnart  ( if seller is not going with you to DLT )
signed  "beb  kum kor own le rup own ( if seller is not going with you to DLT )
green/blue book signed by current owner

Vehicle_Transfer_2.zip a zip file with all the forms...print double sided forms on both side not on separate pieces of paper

======================================================

first you notify the DLT you want to "move" the bike to the new province  they will want to inspect it at the DLT ( in the province you will be "moving" it to)  they check colour ,engine,chassis numbers and for "modifications" ( so put the factory exhaust back on  ???? )  then you can do the name change,and finally receive new number plates

( you'll need new tax disc too with new number on it)   all of  this is not a one day operation  it will take at least 2 trips to the DLT.

You can also use an "agent"   they are located outside the DLT offices..( look for shops/shacks with photo copier )

you'll still need the correct paperwork in most cases though some agents may have good contacts in the DLT and can get things done..

Let us know how things go for you.

Ps: green book for bikes.
