Where in Pattaya I will find fax services? Thanks in advance for your suggestions...

If all else fails, maybe try the business centre of one of the better hotels, e.g. Avani/Sheraton/Hilton. They will usually provide this service to non guests.

Years ago I used hotels or internet cafe places. 

Seems superfluous these days, when a scan file or photo can be attached to an email.

For sending official documents, fax services are required...

I have sent scanned ones recently. Certificates etc. No different than a Fax.

Fax services are required for official documents if the originals cannot be delivered on time... 

Look up PAMFAX , its a facility to send faxes via internet.  (It works fine)

This means that email can very easily become compromised and the important data within it can be read and downloaded by unscrupulous third parties. Cloud faxing, and even manual faxing, are a different story entirely. Any kind of faxing uses the Public Switched Telephone Network (PSTN) which is inherently secure.
