Loei, Sakon Nakon, parts of Kalasin and quite a few other places. Certainly higher than "hills", and certainly in Issan. Tung Kula Rong Hai, is quite flat though.

I'm amazed at how many posters cite the reason as 'girls'.  Surely there are many other enjoyable pleasures in life? (Food, nature, hobbies, business).

 

I moved to live in Thailand at the tender age of 43.  I actually moved for health reasons (I had contracted aspergillosis - fungal spores in my lungs - from working in a damp, underground office in London).  The warm and humid climate has eliminated those health issues, but it did take about 15 years to get rid of the spores..

 

During my time in Thailand, if perfectly honest, I can't say that I've had a wonderful time ????  Too many problems with errant wives, too many problems with business (mainly due to the economy, but also due to corruption).

 

During my years where Thailand has been my base, I have spent more enjoyable times in neighbouring countries ==> Myanmar and Laos.  I can honestly say that I have never encountered any Burmese or Lao person that tried to rip me off.  Sadly, I encountered many Thais (and foreigners in Thailand) of that persuasion.

 

And so as I passed 60 years, I realised that old age was slowly creeping up on me, and I needed to choose what location to retire to, since I didn't fancy having to move again in my dotage.  I methodically plotted good and bad points for Laos, Myanmar, Thailand, the UK and southern Europe on a spreadsheet.  Not one location scored top marks - there was always some disadvantage.  But totalling up the points, Laos, and specifically Luang Prabang in the north came out on top.

 

... and that's where I now live, and very happy with the move.  As posted in another thread today, my visa and WP were a doddle to sort out, I don't have to do any TM30 or 90 day reports, I have rented a beautiful hardwood house within metres of the old town centre, the internet speeds are excellent for my online teaching, I am legally engaging in my amateur radio hobby here (I'm the only resident licenced ham in Laos), there is plenty of local eye-candy, (which will remain just that!), the local nature and scenery is stunning and healthy food is as cheap as anything..... 

 

Oh, not one Lao person calls me 'falang'.  They address me in Lao as 'jao' = 'you' or 'khon dangsat' (overseas person).  (Yes - I'm one of those people who object to being addressed as farang or falang...).

 

So I'm getting on with my life very well, and looking forward to my 100th birthday ????

The picture is from LomSak, Phetchabun which I believe is technically Isan. It is on the western edge though. The road from Phitsanulok to Udon goes through Lomsak. It's a very pretty mountainous place and I hope to revisit soon. 
It's definitely not Northern (Lanna) Thai because the people generally speak Lao Isan. People ask where I'm from in Thailand because I have a Northern Thai accent, I guess.

Thanks to all the intelligent users of this forum who answered sincerely and without sarcasm to a legitimate curiosity of mine. I appreciated so many answers, it was interesting to read your experiences guys.

Unfortunately, not as interesting were the answers of many idiots, who do not know why they should waste their precious time writing their silly comments. The question was asked with the utmost courtesy and no ironic intention, so only equally serious answers were requested. I am not surprised that idiots also exist here, because this place too is a mirror of the percentage of idiocy found in real life. It also seems to me that in this forum you don't give Truepoints for every message you leave, so I really don't understand why you're wasting your time. 

 

Because I cant legally work so I do like retired people do. Gardening, surfing the web and taking care of my kid.

Gardening is a form of art and taking care of own kid is the most emotional thing.
