Now they are far behind because a lost generation during the Pol Pot time, but when I was there, I was impressed about the people. Everywhere English schools, at every corner, full with young people. Perhaps Myanmar. Growing very quick and if the infrastructure will become better they will take millions of tourists from Thailand, perhaps more. Plus China and India, which are not SEA. If the question had been more" inventive", more "progressive", "innovative", "creative" or any other similar it could perhaps invoke a better debate in consideration. Smart or smarter is such an indefinitive measure because in general definition involves more about cunning and deception rather than that mentioned above.
