The bit i don't get is , if they are going to introduce interviews anyway for everyone to ensure they are not being forced into marriage, why they need to raise the age from 18 to 21? In fact if the legal age is (rightly) 16 in the UK why is the age not being reduced to match this figure?

Unless its the stupid concept that those aged 16-21 are children , in which case why is the legal age to marry set at 16? Can't have it both ways
