A acquaintance wants to travel to Thailand for max 60 days.

He is flying nonstop from France.

He gets Fentanyl for his amputation stump pain (phantom pain?) at home.

He obviously wants to bring with him a 60 day supply.

Is it sufficient to have a certificate/prescription from his doctor in case his carry on baggage is checked?

No. It is a Class 2 narcotic and he has to get a permit from the FDA narcotics buteau to bring it in.

 

That is not as hard as it sounds and they usually pricess requests by email pretty fast.
