Why should any of this be a surprise!  THIS IS THAILAND!  GO TO THE TEMPLE PRAY MAYBE THE MONKS WILL PASS THEM OUT WHEN YOU ENTER AND LEAVE FOR FREE!  ANOTHER EXAMPLE THE HONOR SYSTEM DOESN'T WORK IN THAILAND!

Between us.. I don’t use any Services with dual pricing. Totally agaisnt it. 4 years living here and discriminated like that. It’s shameful for Thai government but oh well. It’s them who lossing face in this case, not us.
