Do you know this man? Concern for welfare of children seen with farang beggar in Bangkok

Social media has been abuzz with comments and stories about a man - often with a child - who has been seen scamming people on the upper reaches of Sukhumvit Road in downtown Bangkok.

Reports suggest that the man is claiming that he has lost his wallet and needs money.

But more worrying than that is the fact he often has a child with him. Sometimes it appears to be a different child, with netizens concerned about the welfare of the children.

On Friday, Coconuts reported that the children often seem to be sleeping or could even be sedated.

The man's appearance is usually disheveled wearing similar clothing. He is possibly a European.

The latest sighting was by Facebook user Sirisoparn Srimahaclank who suggested the man was a criminal and wondered who the child was.

He was spotted outside Bully's Pub near Nana where the poster appears to work. She posted on the Everything Bangkok Facebook group.

According to Coconuts, a child foundation had been contacted many times but the man had always evaded police. Problems occurred because the man shifted his operations from police jurisdiction to jurisdiction.

Childline Thailand Foundation suggested that people should not call them but contact either Pathumwan, Thong Lo or Lumpini police depending on where he is operating.

Alternatively people can call a police hotline on 1599 or the Tourist Police on 1155.

The man has been seen at several BTS stations and the children seen with him appear sleepy or possibly even drugged, say reports.

Bully's Pub is about 50m away from the police booth on the corner of Soi 4. It shouldn't be too difficult to inform the local police.

Exactly, the first thing that hit me too. But you know how it is. A Facebook user must be true to themself, and never deviate from giving information in the designated source. ????

According to twitter, many people called the police, but they did nothing.

Falangs with falang children?  That I haven't seen yet.  Admittedly I am not out late at night.

A child protection hotline said it’s fielded numerous reports from concerned witnesses and taken what action it can. The representative of Childline Thailand Foundation, who did not identify herself, said the NGO has notified police departments in areas where the man has been seen.

Childline Director Ilya Smirnoff said the organization has contacted the police every time it has received a complaint.

“Each time this man has evaded the Thai police,” he said in a message. “We had also officially reported him to the BTS management. They have promised to look out for him and report him to the police immediately – so far no luck.”

I know who to believe, especially if Thong Lor and Lumpini are involved.

Why would that NGO dude just make complete <deleted> up and risk getting beaten up by cops for no reason???

Your choice. You can clearly read this quote comes from a third party and not directly from the NGO dude, but you probably missed that in your haste to quicly believe a social media source. ????

"Who did not identify himself? Sounds to me like that would be a reason for giving the wrong information instead. It´s called critical thinking. Your welcome! ????

So he has no money, but enough money to buy sedatives for the children? I don't think so. It's probably worse than that though, instead of being sedated they are probably dehydrated and just plain bored and exhausted. Hopefully, the exposure will lead to action.

A similar appearing western man who said he was from the USA approached me on Suk. 4, five or six years ago. He had a boy in tow who appeared to be around 7 or 8 years old.  He gave me the lost wallet/tickets story and became verbally aggressive when I refused to give a hand-out, calling me heartless and selfish while claiming his son and he hadn't eaten in 2 days.  The kid looked like he wanted to climb under a rock.

Too much time has passed to be at all sure whether it's the same guy but the M.O. sure is similar.

They talked with different people at the NGO, one didn't say his name, the other one was the director who confirmed everything.

Yes, I understand that. The thing is that your info comes from a third party.

They talked to.... A person who...

Nevermind! I am dyslectic... ????

Are they not too "busy" playing with the traffic lights? Inactive duty maybe? ????

Probably it's enough to make a video of him. And just in case he ask tell him you will go with that video to the police with is 50meters away. That should solve the problem on that location. And if a few more people do that also on other locations then he won't be seen anymore.

That would interfere with the counting of the brown envelopes and playing candy crush on their mobile phones, no better to let him carry on I mean what's the worst that could happen!!!!!

On another point I thought all police worked for the RTP not individual police stations, so why can't police from one station not arrest someone in another area, I mean I live in Pattaya but it's the Banglamung Police who conduct all the alcohol testing, not that the Pattaya Police would be capable of such a difficult task.

Cross the street and all bets are off?  ...."my franchise only collects stipends and dues on this side of Shukhumvit".

Love it. I once asked one of those city police (thesakit) bozos who extort smokers for dropping cigarette butts in Nana why he didn't do something about the dildos and fake viagra on sale next to his booth. "Ah, that's a police matter" he informed me, even though the stalls are on the pavement and therefore under thesakit jurisdiction.

Back to the original post - you can see one of the thesakit booths right behind the foreign dude. However it was obviously lunch break because it's closed up.

Whats the problem here?.....You see Cambodians all the time in Thailand begging on the street with a child and never get any attention. Surprised he wasn't arrested for working begging without a work permit.

He will be kicked out soon anyway, hes not wearing a mask.????

Funny you should say that.

I was just walking home near villa, soi 11, and saw an older lanky dude with beard, stringy hair wrap-around shades and a mask carrying a maskless child in a front harness.

As I thought to myself what an asshat he was for wearing a mask when the sleeping child had none, he asked me in an soft rather pleasant mid-west is accent if I could help him.

Thinking he needed directions, I said sure.

As the first words out if his moith were "I bought three plane tickets", I stopped him there said sorry man and walked on.

He said something like alright and moved on own the soi.

I watched him go, and one of my local motorcycle win called me over and said they see him often, what did he want?

I said money and then this story pinged back into my memory.

It was a different kid than the pics online, curly hair, id guess male. Harness the kid was in and backpack looked same.

Anyways his story has been adjusted for covid, but as I said something pinged when I saw the kid had no mask.

Is it the case that all public begging in Bangkok is illegal (but the law not enforced)? Women with a child sitting begging on the sidewalk by the Asoke station is the thing that most brings out in me almost racist rage at asian customs that are not addressed by effective public policy. They shouldn't be allowed there for a minute.
