Good lord !Hardly new...

We did something very similar in early 70s i don't think we killed anyone...bruised them for sure.

Yep.. completely harmless, at least for those who weren’t paralysed or killed....

I believe the phrase for that (if you listen to various governments around the world) is called collateral damage
