Retirement Visa

My non im B expires on 2rd July. I want to apply for a retirement visa. Do I have to go to Penang for this? Is there a 'budget' flight from Phuket now (no buses/trains please). What do I have to take to Immigration on Penang, just the Thai bank book showing amount, or ask bank for a statement/letter showing 800,000 also? On receipt of said visa, will I have to report to Phuket Immigration every 90 days? Thanks for your help and advice.
