What is the grade structure by age? My wife's grandson just finished school he's 15 she said he graduated college I told her I didn't think so

In the US high school age is usually 14 to 18 

It probably means, he finished Mattayom 3 (after attending Kindergarden, Primary 1 - 6, and Mattayom 1 -3), e.g. the obligatory part of school. He can continue with another 3 years, Mattayom 4 - 6, and then go to University.

She graduated from A college. College is a school of concentrated subjects and fairly unified purpose. In Thai it translates to Wittayalai and Suksa. She graduated Mathayom 3 or grade 9. The last free and compulsory year of Thai education. If that's where she's ended her education good luck to her.
