    A fine seems too severe. Perhaps a light smack on the palm with a ruler or twenty lines, "I shall not reverse over families", might be more suitable?

The photo shows a taximeter in the foreground.  A better story would be a scientific explanation of why none of the meters work in these taxis as if Pattaya is in some kind of Bermuda Triangle.

The story might then develop into an explanation of how many drivers Pattaya police have arrested for not obeying the law.  This figure can be counted on the thumbs of one hand.

And they wonder why motocyc taxi drivers and Songtaew drivers have bad name and the tourism industry is on the wane in Pattaya, don't blame dirty old farang remember he the one with the money, YES sir No sir three bags full(of cash) SIR !!!!
