Nothing will ever change when there is a taxi mafia who pay money to the police. A 500 baht fine and wai every time they are aggressive to tourists.

The photo shows a taximeter in the foreground.  A better story would be a scientific explanation of why none of the meters work in these taxis as if Pattaya is in some kind of Bermuda Triangle.

The story might then develop into an explanation of how many drivers Pattaya police have arrested for not obeying the law.  This figure can be counted on the thumbs of one hand.
