In America, healthcare is for profit.  For every Wuhan virus case tested, hospitalized—the hospital receives federal payments. It behooves a hospital to report co-morbid deaths as Wuhan virus deaths.

In countries with government paid healthcare, the opposite occurs. Limited testing begets limited Wuhan virus cases.  It looks better for the nation when their numbers go down.  And co-morbid deaths will tend to be reported as a non-virus cause.
