Second Power Connection to the Home.

Previously had Phase 1 converted to Phase 3 for the office, cost approx 350k at the time, leading to 500k with all the add-on's.

Just having a onsite office built, in the garden, will require phase 3 for the server load, wanting to keep the home power-grid separate from the office grid as we utilise on-site solar system (cost an obscene amount to establish and is phase 1).

Has anyone ever managed to obtain a second connection for their home (separate meter) previously (PEA - Phuket).

When you converted to 3 phase, you spent 350K?  I'm guessing that included a new transformer for that amount. In any event, you should be able to obtain another connection with a separate meter, provided PEA has enough capacity in the area. (Especially if you bought a new transformer for PEA). Years ago, I had 3 phase service, plus a small 5A single phase connection - just paid the deposit on the extra meter, and got two bills each month.

My understanding is it's only available if it's a separate parcel / address.

Is the only reason for wanting a second meter one of billing (possibly because your solar is grid-tied?)

The office could be a separate address like xxx/1 where the primary address is xxx.  I have done this and had two meters.  Does not have to be a separate parcel, multiple addresses on one parcel are permitted.
