I don't think you can lay the blame for a once in a lifetime virus pandemic on Donald Trump. The US response has been sub-par, but because of the CDC producing test kits too late, then not producing ones that worked. He obviously meant per million population. However on that measure I understand the UK and Russia test more than the US. It has to be said though the US test more than any other nation on earth except the UK and Russia, per million figures.
